通常情況下，報刊所載消息多為已發(fā)生過的事，按日常英語語法，標(biāo)題中的動詞應(yīng)使用過去時態(tài)，但是這樣容易給人產(chǎn)生一種陳舊感，似有“昨日黃花”之嫌，缺乏吸引力。為了彌補(bǔ)這一缺陷，英語新聞標(biāo)題常用一般現(xiàn)在時從形式上來增強(qiáng)報道的新鮮感（freshness）、現(xiàn)實(shí)感（reality）和直接感（immediacy）。此外，標(biāo)題構(gòu)成形式采用動詞的一般現(xiàn)在時還可省去動詞過去式構(gòu)成形式中常見的“ed”兩個字母，節(jié)省標(biāo)題詞數(shù)。正因?yàn)橐话悻F(xiàn)在時在英語新聞標(biāo)題中的這一特殊用法，初讀英語報紙的讀者應(yīng)特別注意這一現(xiàn)象，不要把它誤以為是日常英語語法中的一般現(xiàn)在時，從而影響對全文內(nèi)容的閱讀與理解。例如：
